JOB DESCRIPTION
SHOP FOREMAN/MECHANIC
FLSA Status: Non-Exempt, Full Time 40 hours per week, hourly, benefited.
Pay Scale: Union Salary Range 13 (Entry Level $ 58,419.00 to Top Step $ 69,756.00 Annual)
POSITION DESCRIPTION
Work is performed under the general supervision of the Road Superintendent and Public Works Director (Director). Supervises and coordinates the planning and execution of all activities of the Shop, including performing management, maintenance, repair, and purchasing of county owned equipment. Supervises and coordinates county personnel who perform the mechanical repair and servicing of county equipment, and other related work. All tools and equipment will be provided by county.
Responsible for the planning, scheduling, directing, and evaluating of the repair and servicing of County maintenance equipment and vehicles. Required to have a significant understanding of road maintenance equipment systems, electrical and mechanical testing equipment, diagnostic tools, computer applications, and a variety of hand, power, and shop tools.
Work will involve considerable contact with other County employees, vendors, and department heads requesting work on a variety of vehicles and equipment. Work will involve both the supervision of the overall equipment management as well as performing equipment repairs. It will also require the employee to advise, consult, and assist subordinate employees in all aspects of fleet maintenance and repair.
Work tasks of the Shop Superintendent also include but are not limited to tracking the needs of the overall operation, inventory and parts of the ER&R Shop and other ER&R owned systems, including the fuel dispensing network.
ESSENTIAL FUNCTIONS
• Plan, organize, and budget for the work activities of the shop.
• Perform skilled mechanical work in the maintenance, repair and overhaul of equipment as required to meet demanding schedules.
• Interpret and apply administrative policies and guidelines to work situations.
• Read and interpret schematics, engineering blueprints and specifications as they pertain to existing equipment and proposed equipment purchases.
• Assist the Road Superintendent and Director with the preparation of a yearly ER&R maintenance and repair budgets, including planning work to be performed by both contract and county personnel.
• Assist with the review and evaluations of other personnel.
• Communicate well with others, using good speaking and listening skills, expressing ideas effectively in both written and oral modes.
• Ability to work outdoors in all types of weather.
• Plan long range equipment and vehicle maintenance and repair policies and procedures, including an assessment of equipment life-cycle costs.
• Prepare, review, and coordinate monthly and weekly schedules of subordinates in consultation with Road Superintendent.
• Resolve difficult public relations matters.
• Participate with Director and Road Superintendent to determine efficient and effective equipment purchases and to schedule the replacement of road and shop equipment. This will include taking the lead on developing estimates, purchasing agreements, and ordering equipment as approved by the Director.
• Develop improved methods and procedures in the performance of heavy and light duty equipment repair activities.
• Prepare and maintain a variety of records and reports.
NON-TECHNICAL ESSENTIAL FUNCTIONS
Maintain effective working relationships with other supervisory staff and the department head and subordinates; organize priorities for timely accomplishment; manage multiple projects; use established fiscal procedures in determining appropriate budget estimates and maintenance/ repair costs and procedures; evaluate work situations and conditions and determine appropriate courses of action.
EXAMPLES OF DUTIES
• Directs the preventative maintenance and equipment repair program for the County Road maintenance vehicles and equipment.
• Determines the need and feasibility for the major repair and/or replacement of individual pieces of equipment.
• Performs the repair, maintenance, and servicing of construction vehicles, maintenance equipment, and light vehicles such as cars, pickups and motor pool vehicles.
• Establishes deadlines and modifies work schedules to meet deadlines.
• Prepares estimates of materials, costs and timeliness for service and repair activities.
• Makes initial inspections and diagnose equipment/vehicle malfunctions.
• Inspect work in progress and upon completion, provide feedback and/or technical assistance as needed.
• Inspects shop facilities to determine proper utilization, maintenance, and adherence to safety regulations.
• Prepares estimates, specifications and purchasing agreements for new road maintenance vehicles and equipment purchased in collaboration with the Director.
• Reviews and approves all shop inventory and parts ordering.
SKILLS, KNOWLEDGE, AND ABILITIES
• Knowledge of the operating and repair characteristics of a variety of public works and heavy-duty equipment.
• Knowledge of the operating principles of gasoline and diesel engines.
• Knowledge of the standard methods, tools, materials, and equipment employed in the mechanical repair of light and heavy-duty automotive vehicles and equipment.
• Knowledge of the occupational hazards and safety precautions of the trade.
• Knowledge, Skill, and Ability to use computer-based systems such as Microsoft Office Word, Excel and Outlook and other fleet management software.
• Knowledge of the office and record-keeping practices associated with an equipment repair shop.
• Knowledge of the basics of personnel management, including team motivation and organization efficiency.
• Ability to plan, assign, and supervise the work of subordinate mechanics and service personnel.
• Ability to diagnose difficult or unusual vehicle conditions or malfunctions and to determine effective corrective measures.
• Ability to organize the shop facilities to meet on-going demands.
• Ability to prepare and interpret specifications for the purchase of road maintenance vehicles and equipment.
• Ability to prepare accurate reports and maintain repair and service records.
• Ability to establish and maintain effective working relationships with subordinates and other employees.
• Ability to maintain and repair a wide variety of light and heavy equipment.
• Ability to use and care for tools, equipment and materials associated with the automotive mechanic trade.
WORKING ENVIRONMENT
The usual and customary methods of performing the job's functions require the following physical demands: lifting, carrying, pushing, and/or pulling; climbing and balancing; frequent stooping, kneeling, crouching, and/or crawling; standing; and significant manual dexterity. Generally, the job requires 15% sitting, 70% walking, bending, lifting and moving and 15% standing. The job is performed under significant temperature variations and general hazards exist such as but not limited to working around traffic, hot and cold weather, equipment operation, heights (fall hazards), cleaning chemicals and supplies, paints, solvents, pesticides, herbicides, fertilizers, other chemicals, etc.
EXPERIENCE, EDUCATION AND TRAINING
• Five (5) years of advanced progressively responsible equipment and/or vehicle maintenance and repair work experience.
OR
Substituting, on a month for month basis, any experience, education, or training which would provide the level of knowledge and ability required.
• Possession of a valid Class “A” Commercial Driver’s License is preferred.
• Must have proof of a valid Class “D” (regular) driver’s license with a safe driving record.
• Must be able to pass a pre-employment drug screen before beginning work.
