Job Description Summary
The Associate Vice President (AVP), Chief Data and Analytics Officer (CDAO) serves as a senior leader of the Data Science, Innovation and Effectiveness (DSIE) team and is accountable for the college's data strategy including information assets and data governance structure, providing critical information for decision making, performing data analytics and trend analyses, and reporting for College leadership and federal, state, and local entities. Responsible for the functional areas of institutional research, institutional effectiveness and assessment, and data and metrics. In conjunction with the VP, DSIE and senior team, provides vision and implementation of the college's data strategy and governance. Responsible for facilitating intentional partnerships and collaboration with key department leaders on campus to coordinate research and data analyses.

No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

Minimum Qualifications
EDUCATION
- Earned Doctorate required. Master's degree from a regionally accredited institution of higher education, in higher education administration, business administration, measurement, computer technology, management information systems or a social science related field.
- Eight years of experience with four years of experience in quantitative and qualitative research, statistical analysis, and reporting, and four years of experience in data science, business intelligence, or data analysis of large data sets, preferably longitudinal data sets.
- Five years supervisory experience.
- Knowledge of local, state, and national community college issues; academic and student development programs; curriculum development; current trends and issues relating to federal and state reporting; accreditation requirements; current and innovative practices in the development and assessment of institutional effectiveness and student learning outcomes.
- Knowledge of data science, machine language and predictive modeling
- Demonstrated history of developing and supporting data governance and data quality programs, and performance measure creation.
- Demonstrated track record regarding the development of assessment tools and methods of measurement; data warehousing; data dashboards; use of data for program improvement; and management information systems
- Knowledge of instructional program assessment.
- Knowledge of quantitative and qualitative research methodologies
- Experience with SPSS software package or other quantitative statistical software
- Ability to work collaboratively in a team environment
- Knowledge of database management systems functionality and database query language theory
- Knowledge of data analysis and interpretation
- Strong interpersonal communication skills with the ability to deliver complex information to vast audiences
- Ability to communicate effectively, orally and in writing.

ESSENTIAL DUTIES
- Direct the office of research, assessment, and effectiveness, including supervising research and assessment efforts and supervising/directing the activities of the director of institutional assessment, director of analytics and reporting, research analysts, and administrative support personnel and/or faculty assigned to the office.
- Responsible for the data science strategy, optimizing data-driven solutions through advanced analytics and innovative approaches.
- Serve as a subject matter expert in areas of data science, data visualization, data mining, and data transformation.
- Mentor and coach assessment and research team members to develop their skills, build best practices and grow data science knowledge within the organization.
- Provide vision for the college's data governance strategy
- Facilitate strategic and operational planning with the area leaders regarding the organization's data management practices, focusing on meeting business needs and requirements through data functions.
- Facilitate the development and implementation of the process for providing reliable and accurate institutional research data for internal and external audiences in a timely fashion, directing workflow, and supervising analysts and staff.
- Actively promotes a college-wide culture of data literacy and data-informed decision making by establishing best practice standards and collaborating with divisional leaders to ensure acceptance and use.
- Responsible for establishing best practices for data governance by engaging stakeholders and leading the stewardship committee work. Establish standards and metrics.
- Actively promotes a college-wide culture of inquiry in which evidence-based research is used to measure the effectiveness of all programs, services, and processes by establishing best practices and standards, and engaging stakeholders for acceptance and use.
- Facilitate the preparation, validation, and submission of institutional performance accountability reporting and other institutional assessment reports mandated by the Maryland higher education commission (MHEC) and other agencies with the various stakeholders and divisional leadership.
- Collects and disseminates data, statistics, facts, and studies/analyses on the college and its programs via multiple media for use by internal and external stakeholders
- Establish standards and protocols to facilitate prioritization and direction for internal or external ad hoc research study requests.
- Build relationships with stakeholders and divisional leadership to establish standards and practice in facilitating the preparation of environmental scanning reports, enrollment projections, and other information needed to support the strategic and operational planning.
- Establish best practice standards, compliance with college policy and procedures for the institutional review board (IRB)
- Responsible for establishing a sustainable collaborative relationship with internal and external colleagues to address research, planning, and policy needs of the college, MHEC, and the state legislature.
- Interprets data, establish standards and practice from local databases and available external data sources.
- Provides standards and practice guidance for college wide planning, program reviews, accreditation, accountability, and assessment processes. Work with the various stakeholders and department leaders to socialize and implement best practices.
- Serves as key advisor to the DSIE leadership team, senior team, and other department leaders.
- Manages the budget and cost centers for the office of research, assessment, and effectiveness.
- Develop and manage the college's data strategy to include data governance goals, objectives, and operating procedures.
- Performs other duties as assigned.
